Norman Lamb has been appointed employment relations minister, following the move of former incumbent Ed Davey to the energy and climate change ministry where he replaces recently resigned Chris Huhne.

Lamb read law at the University of Leicester and headed Norfolk solicitors Steele and Co’s employment unit before entering politics. He is also the author of the 1998 work ‘Remedies in the Employment Tribunal; Damages for Discrimination and Unfair Dismissal’.Association of Recruitment Consultancies chairman, Adrian Marlowe, says that given his background, Lamb “may well be familiar with some of the points we have raised with government” on the question of the Agency Workers Regulations (AWR).

Marlowe, alongside welcoming Lamb into his role, calls the AWR his organisation’s top priority, both on certain “points of principle”, and on matters of ambiguous working, saying: “ARC has been urging the government for some time to review the AWR.” He adds that it should be the responsibility of the government to sort out certain matters relating to it, rather than the agencies’ responsibility to bear the cost.

Recruitment & Employment Confederation (REC) director of policy, Tom Hadley, welcomes the fact that “civil servants that we have been working with on a number of key issues for the sector are remaining in place, which will ensure continuity”.

He goes on to say the two “immediate priorities” of the REC when meeting with the new minister “will be to underline the positive role that recruiters play and the need to ensure that we have the best possible regulatory and compliance framework in place for the industry to prosper”.

Ann Swain, chief executive of the Association of Professional Staffing Companies (APSCo), says that the organisation has put in a request for an early meeting with the minister.

Having “developed a strong working relationship with his predecessor Ed Davey as we worked to minimise the impact of the AWR”, Swain adds that the upcoming consultation on the Conduct Regulations is a key issue for APSCo to discuss with Lamb.
