Technology, finance and healthcare recruiter Arrows Group has promoted Charlie Sell from technology manager in its London office to Netherlands country manager.

Sell will now head up the firm’s technology and finance operations in its Amsterdam office and will also oversee plans to open two more European offices over the next couple of years.
