Poor management practices were to blame for the interim pay scandal at the DVLA (Driver and Vehicle Licensing Authority) in Swansea last summer.

Last August, Wales on Sunday revealed that some employees had taken redundancy packages, only to return as consultants on daily rates of up to £800.

An independent report from PricewaterhouseCoopers concluded that although there was no evidence of fraudulent activity, it was critical of DVLA management practices.

Particular areas or concern include “lack of evidence to support the decision to opt for a Master Vendor approach and to package together consultancy and interim management needs within a single contract”.

PricewaterhouseCoopers’ report concluded: “Following this review, the agency is updating its business appointment guidance and operating practices.”
