Kirsty McHugh, chief executive of the Employment Related Services Association, told Recruiter that the list of preferred bidders created “quite a diverse marketplace”.

However, she warned: “We are concerned that the government understands the risks that these providers are taking. With finances tight, the viability of contracts will depend on the state of the economy, and the number of jobs created.

The key thing is that providers will only be paid when they get someone in a job.”
