Four out of five small businesses are reluctant to take on permanent staff, but prefer shorter-term hiring and outsourcing to freelancers, according to a new survey.
The survey of 530 small businesses by PeoplePerHour.com, a website that matches freelancers and jobs, found only one in four said the recession had had a dramatic impact.
