Social care and child care specialist Personnel & Care Bank (PCB) has appointed Janine Desmond as managing director.  

Desmond joined PCB in 1994 as a consultant and succeeds Rosalind Payne, who started the company in 1986, now takes over as chair from Dave Ainscow who recently retired.
