An errant clause that’s causing confusion

This is fake news. The legislation as it is currently drafted doesn’t say this at all.

Is there any reason why end clients couldn’t pay the umbrella directly? Rather than taking a cut of the invoice amount, agencies who place contractors could negotiate a fixed fee just as they do with permanent hires.
